Granting Trading Licenses

Trade licenses have to be obtained for businesses and trades set out in by-laws drafted as per section 149 of the Pradeshiya Sabha Act No.15 of 1987 and the Local Authorities (Standard By-Laws) Act No 6 of 1952.

Trades that should obtain Trade Licenses.

Registration of mortgages.Soft drink factories.
Utilization of public grounds.Prevention of malaria and eradication of mosquitoes.
Driving vehicles etc.Tactile and Infectious Diseases.
Preaching in the streets.Public baths.
Prohibition and illegal acquisition.Laundry.
Carrying out work.Cattle.
Garbage treatment.Destruction of birds and other animals and flowers.
Living beyond the size of the house.Prevention of animal cruelty.
Lodges.Killer sheds.
Activation of gramophone loudspeakers etc.Public Markets.
Hotels.Water supply.
Rice shop restaurants and tea or coffee.Construction of wells.
Bakery.Unsecured wells.
Dairy herds and milk trade.Hairdressing salons and barber shops.
Sale of food.Vehicles and Animals.
Ice factories.Debt.

In addition, licenses have to be obtained for dangerous and offensive trades declared as per the Local Authorities (Standard By-Laws) Act No. 6 of 1952.

To obtain this license, the application form provided by the Sabha should be duly filled and returned.

Fee

Where the annual value does not exceed Rs.750Rs. 500
Exceed Rs.750 but does not exceed Rs.1500Rs. 750

Procedure

  • Handing over of applications to all businesses within the area of authority of the Pradeshiya Sabha.
  • Collection of completed Applications.
  • Checking validity of details furnished by the Applicant.
  • Refering application for the Approval of inspector of Public Health.
  • Conducting a Field inspection.
  • Recommendation for the License when there are no shortcomings.
  • The license is issued after recovering the License Fee.

When the approval of the public Health Inspector is not received.

  • A letter will be addressed to the applicant highlighting the short comings in the Application.
  • Pradeshiya Sabha should be informed after rectifying such short comings.
  • After the spot inspection again, if the business has fulfilled all health regulations and conditions action will be taken to grant the approval for issuing the License.

When the Trade License is not obtained

  • The owner of the business is informed to obtain a Trade License.
  • If license is not obtained within 7 days from such notice, action can be filed in magistrate court.

Procedure of paying Industrial Taxes

  • A application is handed over in free of charge to all the business places situated within the municipal limits.
  • The applications are collected again.
  • A tax up to Rs.1000.00 is levied on the basis of annual value.
  • After the payment of taxes, a receipt should be obtained for same.

This Tax will be decided upon

  • Annual value of the Business
  • Output of Trade
  • Profit Accrued
  • Level of necessity of products supplied by the Trade.

When trade Taxes are not Paid

  • A notice will be served on the owner of the Business.
  • When there is no response by way of Payment to such notice a case may be filed in the Magistrate Court.

Payment of Business Taxes

Business taxes must be paid by any business for which license is not necessary.

This tax is imposed as per section 152 of the Pradeshiya Sabha Act No. 15 of 1982 based on the income of the preceding year.

The tax can be paid after handing over the duly completed Application to the Office

After notifying a person of non-receipt of business tax by notifying them to pay the tax, they can report the matter to the court if they do not pay the tax again.

Issuing Street Line Certificates (Building Boundary)

A street line certificate is required when a land parcel located within the area of authority of the Pradeshiya Sabha is mortgaged to a financial institution to secure a loan. The importance of this certificate is that the Pradeshiya Sabha is empowered to deal with any building constructed in contravention of street lines.

Eligibility,

  • The building concerned should be located within the area of authority of Pradeshiya Sabha.
    For this Purpose,
  • An application form should be obtained from the assessment section of the pradeshiyasabha office by paying the relevant fee
  • The application should be submitted together with two copies of the original plan of the land.
  • It should be confirmed that the applicant has paid license fees any other relevant fee without any arrears.
  • It the payments are in arrears; such should be settled.
  • Street lines will be marked in the originals and duplicates of the plan submitted by the applicant will be inspected by the Technical Officer and the building boundary pertaining to that building will be markedand thereafter a certificate of street line will be issued.
  • The applicant should also have paid al assessment taxes in arrears.

Maintaining Library Service

Another service provided to the public by the Maskelia Pradeshiya Sabha is the library service. Libraries make it easy for the general public and school children to read books, magazines, magazines, etc. and carry books.

Obtaining Public Library Member Membership

It is necessary to complete and submit the application form to get the membership of the library member. In this case, the membership fee must be paid.

  • For school students: Rs. 65.00
  • For adults: Rs. 65.00

“Membership is free at National Reading Month (October)”.

School students should complete the library application form and submit it along with the birth certificate or a copy of the National Identity Card signed by their school principal.

Adults should fill up the library application form and submit it along with a copy of the National Identity Card signed by the Grama Niladhari or Justice of the Peace of their area.

Offering library books

Only members have the right to carry books in libraries. Books are given two weeks to pick up and use. And that period may be extended to another week before the expiration of two weeks. Failure to return the books within two weeks will result in a fine of Rs. 1.00 per day.

If a book received by a member is lost or distorted, a new book must be returned. Or pay three times the value of the book. A member can carry a maximum of two books per day.

Library Programs

Our library members also participated in the library performance development competitions organized by the Department of Local Government and won first place at the provincial level.

As part of the National Reading Month, Conducted various programs to promote reading habits in each area Under the honorable chairman of the Maskelia Pradeshiya Sabha.

Facilities have been made to visit and read all weekly newspapers (Sinhala, Tamil) and all weekend newspapers (Sinhala, Tamil and English) as well as monthly magazines.

Cemetery Service

All crematoria and cemeteries located within the administrative limits of the Pradeshiya Sabha are maintained by the Pradeshiya Sabha.

  • For obtaining the crematorium service an application should be made to the Secretary of the Pradeshiya Sabha together with a written request accompanied by the death certificate addressed to the Chairman of the Pradeshiya Sabha.
  • After levying the relevant fee, the approval is granted by the Chairman of the Pradeshiya Sabha.

Granting approval for constructing monuments in cemeteries

In order to avail yourself of this service an application with attached copies of the death certificate, the plan of the monument and a letter confirming that the deceased was a resident of the area of authority of the Pradeshiya Sabha should be submitted to the Secretary of the Pradeshiya Sabha. Approval is granted by the Chairman of the Pradeshiya Sabha on the recommendation of the Public Health Inspector / Technical Officer.

Dealing with Public Complaints

Another public service extended by the MaskeliyaPradeshiya Sabha is to conduct onsite inquiries on various complaints lodged by the people within thelimits of the Maskeliya Pradeshiya Sabha and offer solutions to problems encountered by the public.

Excavating Roads for Pipe Laying

For this purpose,

  • An application should be forwarded to the Secretary of the Pradeshiya Sabha
  • A letter from the Water Supply and Drainage Board should be submitted.
  • Approval is granted after levying the relevant fee on the recommendation of the technical officer.

Transport of Garbage

To be entitled to this service, an application has to be made to the Chairman / Secretary together with a written request addressed to the Chairman of the Pradeshiya Sabha. Consequent to a decision on the fee, the relevant service can be obtained.

Disposal of Garbage

The Pradeshiya Sabha has deployed many employees, tractor, and Compactor for the proper disposal of garbage collected from the area thus maintaining cleanliness and sanitation of the area.

Maintaining Ayurvedic Medical Service

To improve the health of the people within the administrative limits of the Maskeliya Pradeshiya Sabha, the Sabha has established and is maintaining Ayurvedic medical center for the provision of free medical facilities and medicines to the public.
