PMI- WILL project

ශ්‍රී ලංකා පළාත් පාලන ආයතනයන්ගෙ සංසදය සහ කැනේඩියානු පළාත් පාලන සංසදය සමඟ මස්කෙලිය ප්‍රාදේශීය සභාව PMI-WILL ව්‍යාපෘතිය යටතේ බලගැන්වෙන පළාත් පාලන ආයතනයක් ලෙස අවබෝධතා ගිවිසුමට අත්සන් කිරීම පසුගිය දින මස්කෙලියදි පැවැත්විණි.

இலங்கை உள்ளூராட்சி மன்றங்களின் சம்மேளனம் மற்றும் கனடா உள்ளூராட்சி மன்றங்களின் சம்மேளனத்தின் PMI-WILL செயற்றிட்டத்தின் கீழ் தெரிவுசெய்யப்பட்ட மஸ்கெலியா பிரதேச சபைக்கிடையிலான புரிந்துணர்வு ஒப்பந்தம் அண்மையில் மஸ்கெலியாவில் கைச்சாத்திடப்பட்டது.

Maskeliya Pradeshiya Sabha, signed a Memorandum of Understanding with. Federation of Sri Lankan Local Govt. Authorities and Federation of Canadian Municipalities as a partner council for PMI- WILL project.

ශ්‍රී ලංකා පළාත් පාලන ආයතනයන්ගේ සංසදය විසින් ඇක්ටඩ් ආයතනය සමඟ එක්ව ජාතීන් අතර සහජීවනය තහවුරු කිරීම තුළින් සිවිල් සමාජය සහ රාජ්‍ය නිලධාරීන් අතර සහයෝගීතාව ශක්තිමත් කිරීම අරමුණු කරගත් ව්‍යාපෘතියක් නැගෙනහිර සහ දකුණු පළාත්හී තෝරාගත් පළාත් පාලන ආයතන කිහිපයක දියත් කරනු ලබයි. මෙම ව්‍යාපෘතිය හරහා නැගෙනහිර පළාතේ ඉලක්කගත පළාත් පාලන ආයතනයන්හී සහජීවනය පිළිබඳ උපදේශන කමිටු ස්ථාපනය කරන ලදි. එලෙස ස්ථාපිත කමිටු මෙම ව්‍යාපෘතියේ ක්‍රියාකාරකම් අදාල පළාත් පාලන ආයතනයන්හී මෙහෙයවන්නන් ලෙස කටයුතු කරනු ලබයි. අදියර දෙකකින් සමන්විත මෙම ව්‍යාපෘතියේ පළමු අදියර සාර්ථකව අවසන් කරන ලද පළාත් පාලන ආයතනයන්හී උපදේශන කමිටු සාමාජිකයින් සහ නිලධාරීන් සහ මස්කෙලිය ප්‍රාදේශීය සභාව අතර දැනුම සහ යහපුරුදු හුවමාරු කිරීමේ වැඩසටහනක් අගෝස්තු මස 17 වන දින සංවිධානය කරන ලදි.
මෙහිදී සහජීවනය පිළිබඳ උපදේශන කමිටු සාමාජිකයින් විසින් ඔවුන්ගේ වගවීමේ යාන්ත්‍රණය පිළිබඳවත්,ජාතීන් අතර සහජීවනය ආරක්ෂා කිරීම සඳහා ඔවුන්ගේ ආයතනික මෙවලම් පිළිබඳවත් අදහස් බෙදා ගන්නා ලදි. එමෙන්ම, මස්කෙලිය ප්‍රාදේශීය සභාවේ නිලධාරීන් සහ දේශපාලන නියෝජිතයින් විසින් ඔවුන් ක්‍රියාත්මක කරන සහභාගීත්ව පාලන ප්‍රවේශයන් පිලිබඳව ද පැහැදිලි කරන ලදී.
මේ සඳහා නැගෙනහිර පළාතේ එරාවුර් පත්තු ප්‍රාදේශීය සභා, කෝරලේ පත්තු බටහිර ප්‍රාදේශීය සභා සහ පෝරතිව් පත්තු ප්‍රාදේශීය සභා කණ්ඩායම් සහභාගී විය.

கிழக்கு மற்றும் தென் மாகாணங்களில் தெரிவு செய்யப்பட்ட உள்ளூராட்சி மன்றங்களின் சகவாழ்வை ஸ்தாபிப்பதன் ஊடாக சிவில் சமூகம் மற்றும் அரசாங்க அதிகாரிகளுக்கு இடையிலான ஒத்துழைப்பை வலுப்படுத்தும் நோக்கில் இலங்கையின் உள்ளூராட்சி மன்றங்களின் சம்மேளனம் ACTED நிறுவனத்துடன் இணைந்து ஒரு செயற்திட்டத்தை ஆரம்பித்துள்ளது. இத்திட்டத்தின் மூலம் கிழக்கு மாகாணத்தில் தெரிவு செய்யப்பட்ட உள்ளூராட்சிகளில் சகவாழ்வுக்கான ஆலோசனைக் குழுக்கள் நிறுவப்பட்டன. இவ்வாறு அமைக்கப்பட்ட குழுக்கள் ஒவ்வொரு உள்ளூராட்சி நிறுவனங்களிலும் இந்தத் திட்டங்களின் தலைமையாக செயல்படுகின்றன. இரண்டு கட்டங்களைக் கொண்ட இத்திட்டத்தின் முதல் கட்டத்தை வெற்றிகரமாக நிறைவு செய்த உள்ளூராட்சி மன்றங்கள் , மஸ்கெலியா உள்ளுராட்சி மன்றத்தின் சபை உறுப்பினர்கள் மற்றும் அதிகாரிகள் இடையே அறிவு மற்றும் நல்ல நடைமுறைகள் பரிமாற்ற நிகழ்ச்சி ஆகஸ்ட் 17 அன்று ஏற்பாடு செய்யப்பட்டது.
இங்கே, சகவாழ்வுக்கான ஆலோசனைக் குழுவின் உறுப்பினர்கள் தங்கள் பொறுப்புக்கூறல் பொறிமுறை மற்றும் மத சுதந்திரத்தைப் பாதுகாப்பதற்கான அவர்களின் நிறுவன கருவிகள் குறித்து தங்கள் கருத்துக்களைப் பகிர்ந்து கொண்டனர். மேலும், மஸ்கெலியா உள்ளூராட்சி மன்றத்தின் அதிகாரிகள் மற்றும் அரசியல் பிரதிநிதிகள் தாங்கள் நடைமுறைப்படுத்தி வரும் பங்கேற்பு நிர்வாக அணுகுமுறைகள் குறித்து விளக்கினர்.
இதில் ஏறாவூர்பற்று பிரதேச சபை, கோரளைப்பற்று மேற்கு பிரதேச சபை, போரைத்தீவுப்பத்து பிரதேச சபை ஆகிய அணிகள் கலந்துகொண்டன.

Federation of Sri Lankan Local Government Authorities, together with ACTED, is implementing a project to strengthen the cooperation between civil society and government officials for coexistence amongst the communities in selected Local Authorities in the Eastern and Southern Provinces. Through this project, Advisory Committees on Coexistence were established in targeted Local Authorities in the Eastern Province. These advisory committees act as the task force for this project activities in each of the Local Authorities. An exposure visit was organized on August 17th between the Maskeliya Pradeshiya Sabha and the Advisory Committee members and officials of the Local Authorities that have successfully completed the project activities during the first phase of the project, which consists of two phases.
During the session, members of the Advisory Committees on Coexistence shared their knowledge and the implementation strategy of the accountability mechanisms and institutional tools to ensure the coexistence amongst the communities. The officers and political representatives of the Maskeliya Pradeshiya Sabha explained their participatory governance approaches.
Teams from Eravur Pattu PS, Koralai Pattu West PS, and Poraitivu Pattu PS participated in this program from the Eastern Province.

Levying Rates

Procedure for Levying Assessment Tax

Rates are levied under the Pradeshiya Sabha Act No. 15 of 1987 when a locality is declared by the Pradeshiya Sabha to be built up localities.

Eligibility for Paying Assessment Tax

Being a resident of any of the following land or building situated within a built-up locality in the Pradeshiya Sabha area.

  • Being the owner of an immovable property located within the administrative limits of Pradeshiya Sabha.
  • Being the tenant of a House, Building or Land located within the administrative limits of Pradeshiya Sabha.
  • Being the owner of a House, Building or Land belonging to the state.
  • Being a Joint owner (co-owner) of an immovable property located with the administrative limits of the Pradeshiya Sabha.

Here,

From the appraised value of his property, Assessment is payable as tax.

  • The owner is entitled to a discount of ten per centum of the amount if the assessment tax is paid within the first month of the year. There should be no arrears on the relevant date for this.
  • Assessment tax can also be paid quarterly for each of the four quarters of the year.
  • A person who purchases a land from a locality where assessment tax is in operation should obtain a new rates number (by submitting deed abstract)
  • If the person acquires the total property form the person who at present has an assessment number, should get his name included in the assessment register in pradeshiya sabha by producing the deed abstract.
  • The deed abstract form for the amendment of the name in the assessment register or for obtaining a new assessment number may obtain from the pradeshiya sabha office by paying he prescribed fee. (Rs.500 for residential buildings and Rs.1000 for a commercial building )
  • The deed abstract form should be filled and get certified by a notary public by producing the deed.
  • The completed form should be submitted to the office in duplicate together with two copies of the survey plan and two copies of the deed.
  • Your name will then be registered as an assessment taxpayer.

In case of non-payment of assessment tax, the Secretary shall issue a License for that person and the Chairman shall authorize an officer authorized selling it at public auction and levying the relevant assessment tax (Section 162 of the PSC Act). In the absence of movable property to be prohibited, the Secretary shall report to the Court on that property.

Further particulars in this regard may be obtained from the Assessment Division of the Pradeshiya Sabha.
